Federal, state and local law enforcement agencies in the U.S. are developing a domestic intelligence network with few checks and balances, endangering freedom of expression, privacy and other civil liberties. This problem is compounded by a lack of meaningful limits on data gathering and the establishment of computer systems to exchange vast stores of information on individuals. CDT advocates before Congress and federal officials for effective oversight of information collection and sharing activities. CDT is developing guidelines defining enforceable limits on domestic intelligence.
