HITECH/ARRA Implementation

The American Recovery and Reinvestment Act of 2009 (ARRA) that Congress passed in February 2009 includes the most critical improvements in health privacy in a decade.  (Such provisions are part of the Health Information Technology for Economic and Clinical Health (HITECH) section of ARRA.) CDT’s Health Privacy Project recommended many of these changes in expert reports and testimony.  However, some difficult issues remain unaddressed and considerable work needs to be done to effectively interpret and implement the ARRA provisions.
