Is Internet Regulation Needed?

The first step in legal reform is to ask: Does the current legal treatment of the Internet (often the absence of law for the Internet) hinder or promote its development?

• In countries where the Internet has flourished most, there is no “Law on the Internet.”
• In countries where it has flourished most, the Internet is a relatively unregulated medium that operates over a regulated medium: the telephone network.
