Harris Testifies on Government Data Mining - CDT Executive Director Leslie Harris today told lawmakers that any government "data mining" program must be built on a policy framework that includes meaningful safeguards for privacy and security. Testifying before the Senate Judiciary Committee, Harris urged lawmakers also to demand that no data-mining program be implemented until its efficacy as an anti-terrorism tool can be demonstrated. Harris also noted that the existing legal framework protecting Americans' privacy has been rendered ineffective by the march of technology, and suggested that core laws like the Privacy Act have become inadequate.
