WIPO Decides Controversial Broadcast Treaty Needs More Work - The World Intellectual Property Organization (WIPO) decided to hold further meetings on a controversial broadcast treaty proposal instead of moving directly to formal diplomatic talks aimed at finalizing the text. Opponents of the problematic treaty welcomed the decision. By calling for discussions on a "signal-based approach" to the treaty's scope, the decision also suggested the possibility of a significant shift away from the current draft's creation of a complex new layer of intellectual-property-like rights.
