CDT has released for public review and comment its "Draft Guidelines for the Implementation of CIPA-Mandated Filtering in Public Libraries." - The Draft Guidelines are intended to assist libraries receiving federal funding that must comply with filtering requirements of the Children's Internet Protection Act. The Guidelines would help them comply with CIPA in a way that is consistent with the First Amendment and that preserves the role of libraries as centers of access to resources, research, and information for users. CDT continues to believe that while filters can serve as a useful tool to tailor the online experience when used voluntarily by families, their mandated use by government does not promote the interests of free expression and open access to the Internet.
