CDT Report Calls Pennsylvania Law Over-Broad and Unconstitutional - CDT has released a report criticizing a Pennsylvania law that forces Internet Service Providers (ISPs) to block access to web sites without adequate court oversight. The report argues that the statute unconstitutionally blocks access to sites that are wholly innocent. The report's release coincides with a request under Pennsylvania's right-to-know law seeking records of the Attorney General's requests to block web sites. February 19, 2003
