Support Builds for Federal Spam Law; Hard Issues Remain to Be Resolved - On June 11, the Federal Trade Commission endorsed the concept of federal spam legislation. A markup of the Burns-Wyden CAN-SPAM Act is scheduled for June 19 at the Senate Commerce Committee. Hard issues remain to be resolved, including opt-out versus opt-in, private right of action, impact on anonymity, criminal penalties, and preemption of state law. June 12, 2003
