Do Not Call List Upheld - An appeals court ruled on February 17th that the Federal Trade Commission's "do not call" registry does not violate the First Amendment, reversing an earlier ruling by a lower court. The court found that the registry is permissible regulation of commercial speech because "it directly advances substantial governmental interests and is narrowly tailored." February 19, 2004
