Debate Looming in Senate on Surveillance Bills - As early as this week, the Senate may take up bills to amend the Foreign Intelligence Surveillance Act. Two committees have reported competing measures. Key issues include whether the Executive Branch or the intelligence court will authorize a program of surveillance targeted at persons overseas but likely to sweep in communications to and from Americans. CDT has written an "insider's guide" to the complex procedural and substantive aspects of the debate.
