CDT Activities
Studies
  • The Center for Democracy and Technology (CDT) joined a global group of researchers known as the NGO and Academic ICANN Study (NAIS). Since November 2000, NAIS has independently examined the issues surrounding inclusion of the public voice in the Internet Corporation for Assigned Names and Numbers (ICANN). In August 2001, NAIS released its Final Report, entitled "ICANN, Legitimacy, and the Public Voice: Making Global Participation and Representation Work."
     
  • In the spring of 2000, CDT and Common Cause, with support from the Markle Foundation, conducted a study of how voices from the worldwide Internet community can best be represented in the Internet Corporation for Assigned Names and Numbers (ICANN) through its At-Large membership and elections. That report was presented at the ICANN Public Meeting in Cairo in March 2000.

Workshops/Conferences
  • NAIS released its Final Report at a discussion in Montevideo, Uruguay, September 8, 2001 as a part of the ICANN Public Meeting.
     
  • The NAIS team presented the Initial Draft of its report on public participation in ICANN at a lunch discussion June 2, 2001, in Stockholm, Sweden, as part of the ICANN Public Meeting.
     
  • On April 6, 2001, as part of the Bertelsmann Foundation's "Democratic Internet" conference in Berlin, CDT Executive Director Jerry Berman presented in Berlin a paper (co-written with Marcel Machill of the Bertelsmann Foundation) entitled "Internet Organization and the Public Interest: The ICANN Experience." [pdf] The paper evaluates the lessons of CDT's ICANN work as they might apply to other types of public interest organizing. Mr. Berman's Powerpoint presentation [pdf] is available.
     
  • As part of the NAIS project, CDT took part in an event at the ICANN Meeting in March 2001 entitled, "The Future of the At-Large Membership and Public Participation in ICANN." Held on March 9, 2001, the event included panel discussions of the theoretical underpinnings of public participation in ICANN and on possible mechanisms for that participation.
     
  • Along with the Berkman Center for Internet Law and Society, CDT co-sponsored a workshop at the November 2000 Annual ICANN Meeting in Marina del Rey, California. Entitled "Pressing Issues II: Understanding and Critiquing ICANN's Policy Agenda," the meeting included panels on the At-Large Membership and Elections, on the new gTLDs, and a panel moderated by CDT Associate Director Alan Davidson entitled "Intellectual Property and Privacy in ICANN Policy: UDRP Review and Whois."
     
  • CDT co-sponsored a public interest workshop on October 31, 1999 before the Los Angeles meeting of ICANN. The workshop allowed Internet leaders from the non-profit, technical, international, industry, legal and academic communities to exchange ideas on cutting-edge issues in the larger domain names policy debate. CDT Staff Counsel Alan Davidson led a public session on "Emerging Privacy Issues," including privacy protections and the "Whois" database of domain name holders.

  • CDT co-sponsored a forum, "The Forum on Internet Domain Names," in Washington, D.C. on July 30 and 31, 1997. The forum brought together over 100 representatives of industry, government, and the public interest community. Background materials and a report are available.

Events
  • In response to a June 13 solicitation published by the U.S. government to identify a new manager for the ".us" domain, CDT helped to assemble a broad coalition of public interest groups, community organizations, state and local governments, and corporations in order to provide policy direction to the new operator. A press release describing the coalition is available.
     
  • After strong lobbying efforts by CDT and Common Cause, including the release of a report (link) identifying the flaws in ICANN's proposed scheme of indirect elections for its Board of Directors, the ICANN Board in March 2000 reversed its previous course and began preparing a direct election for ICANN.
     
  • CDT joined with the Markle Foundation in a broad partnership to improve public interest representation in the domain names process on November 2, 1999. A press release is available.

  • CDT joined Non-Commercial Domain Name Holders Constituency on October 6, 1999. CDT plans to promote the rights of all Internet users to the NCDNHC.
